FOUNDATIONAL BUFFS
1st — Speech & Assembly+7.5
The right to speak, publish, worship, assemble, and petition. The buff that lets the player coordinate — and the one the Media Narrative weapon most directly degrades.

2nd — Arms+9.0
The right to keep and bear arms. One of the strongest-rated individual buffs in the kit, and among the most fiercely litigated.
4th — Privacy / Search & Seizure+6.0
Protection against unreasonable search and seizure. Heavily eroded in the digital age — the surveillance campaign is built almost entirely on draining this buff.
5th — Due Process / Self-Incrimination+7.0
No deprivation of life, liberty, or property without due process; protection against self-incrimination and double jeopardy. A core defensive stat.
8th — No Cruel & Unusual Punishment+5.5
Bars excessive bail and cruel and unusual punishment. Severely weakened in 1991 when the proportionality guarantee was read down to near-zero.
13th — Anti-Slavery+10
Abolished slavery and involuntary servitude: the highest-rated buff in the kit. It shipped with a carve-out the enemy has used for 160 years.
14th — Equal Protection / Due Process+9.0
Equal protection and due process against the states; the engine of modern civil rights. The remedy it promised (§1983) is the buff qualified immunity neutralizes.

ACTIVE DEBUFFS & WEAPONS
Exception Clause−9.5
The 13th Amendment's own carve-out: servitude is lawful "as a punishment for crime." Pierces the strongest citizen buff from the inside. 160 years active, never repealed.
Qualified Immunity−9.5
Judge-made shield that guts the 14th Amendment's §1983 remedy. Self-sealing: officials walk unless a near-identical prior case exists, and courts may refuse to create one. Targets Equal Protection.
Third-Party Doctrine−8.5
Anything you share with a third party (your phone company, your bank) loses 4th Amendment protection. The root weapon of the entire surveillance state. Targets Privacy.
Standing Doctrine−9.0
To sue over secret surveillance you must prove you were surveilled — but the program is secret, so you can't. The same secrecy that causes the harm blocks the fix. Targets Due Process.
Mandatory Minimums−8.0
Fixed sentences that strip judges of discretion and mercy. Blessed against 8th Amendment challenge in 1991. The mechanism the 1986 and 1994 statutes scaled. Targets No Cruel & Unusual Punishment.
State Secrets Privilege−9.7
The government can have a case thrown out by asserting that litigating it would expose state secrets — killing the evidence before any merits review. Targets Due Process / Speech.
Media Narrative Filter−8.7
Perception distortion through ownership concentration and agenda-setting. Weakens the 1st Amendment's coordination buff by splitting up shared reality, which feeds every other Hydra head.
